Ever tried to get a refund if you have overpaid your rent?

thirteen weeks later, and i,m still trying to get a refund of overpaid rent, no one at Lewisham council wants to take ownership of my request for the refund (some £600) the complaints service is very poor and less than useful.

Anyone out there give any assistance, or had any experience of the process.
